Raymond 4250 brake locking up

Edit: The break coil was shimmed and just under 40 thousandths. The coil was heating up and failing around 5 minutes. The VM was also showing signs of failure. The voltage was dropping off at the brake plug. This could be playing a role or not as well. Either way both breaks will have to be replaced and VM as well.

I have a Raymond 4250 stand up that the break locks up after about 5 minutes of use. I am no expert on Raymond's because they very rarely break down. I have replaced the brake assembly, contactor, relay, and set gap on new break. after a few minutes the brake stops releasing and locks. I have done my best to clean and check all wires and connections. Any help would be greatly appreciated.
