Nissan 3 wheel electric forklift - steer issue

Hi,
Can anyone help with a steering issue we have on a Nissan NO1L15HQ truck 48v. It is chain driven steered with a power assisted motor.
Initially what happened was: when the forklift was switched on the steering wheel spun round (this trucks steering will spin 360 degrees) and since then the steering has gone heavy. Has anyone got a workshop manual for this truck as we have ruled out a few things like: the motor brushes, the chain, the two relays appear fine, the steering hub potentiometer.
It maybe the main control unit is at fault but we have no way of testing this? Everything else seems to work fine, just the assisted steering is not working so steering is heavy. Any pointers or guidance would be appreciated.... thanks for looking at this post.
