Linde H40D Throttle Issue

I'm working on a Linde H40D forklift. The throttle doesn't register until the pedal is pushed halfway down, and when fully pressed, it barely revs up and then the rpm's surge up and down. Any suggestions would be appreciated! Thanks!

I would check the accelerator pedal potentiometer/sensor first. The dead zone until half pedal and unstable engine speed at full throttle could indicate an incorrect or unstable pedal signal. Check the pedal signal through its full travel, as well as the connector, wiring, supply and ground. Do you have any fault codes?
