Front wheels won't turn.

1979 Clark C500 45
This is a non running horse that I'm trying to save from the scrap heap.
The engine is a problem for later but right now I need to be able to move it.
The front wheels will not turn. Nada. Nunca. Nothing.
This is my first time working on one of these.
My immediate thoughts include brakes, deferential, or transmission but without a direct familiarity or even a service manual I'm Flying Blind.
Any suggestions would be great and if somebody can tell me where to find a service manual for this beast would be spectacular.

Troubleshooting
There are a few things to check 1- are brakes locked ? 2 - is the inching valve stuck ?
3- does it have trans fluid ? Sometimes if they sit especially if parking brake engaged the shoes will stick to drum. If inching valve vslve is stuck it won't move and check trans fluid
