FB25CA Travel shaking Faults

Mitsubishi (Nichiyu) FB25CA Electric forklift
someone tried to repair it and no success
replaced Both Travel and Hyd MOSFETs, driver board
now it turn on without any errors (monitoring -ok)
but when press accelerator, forklift trying to move but not completely rotate wheels. it is like shaking. same for both forward/reverse.
HYD work intermittently. when it not work, can hear shaking sound from motor.
after trying to travel for few seconds, beep tone with error - TRAVEL CURRENT FAIL - Turn off key.
same error appear with HYD motor too HYD CURRENT FAIL
lift front wheels and press accelerator - wheels shake and trying to rotate and started to rotate after few tries. but not with load.

Hey, not really knowing which model it is from Nichiyu.....
I would first look at the battery, put the wheels of the ground and try again with measuring the battery voltage at the same time see it you haven't got a voltage drop.
