forget "ground" when speaking of electric forklift circuits...
might help us to know more about what type of truck (model & ser. number)
the negitive half of the circuit might go through a truck management module or the logics or a driver/semiconducter switch.
Does the seat switch have any effect?
this may well be a safety shutdown from some other problem also...

power steering problems with TCM forklift is very common, normally you have to check the power steering board (this is calle EPS Controller in later models), then power steering relay, then power steering motor (brushes) and then the power steering contactor. If the boeard is okay most probably your problem is in the power steering relay but be sure to check the brushes of the motor. If it is the relay you have to check the potentiometer(steering). Relays broke down if there is a large clearance on the steering potentiometer or if the potentiometer is ok you have to check the torque sensor. The torque sensor converts the mechanical torque into electrical signal that the board can read. I hope I have helped you. One last note, if your electronic board is damage you have to check the power supply for trouble or worst check the battery condition tom prevent the same problem from happening again

This truck uses a Hitachi controller, similar to the same panel used in Nissan Electric trucks of the same vintage.  You should be able to obtain troubleshooting and service manuals from you local dealer.  Oh are you having a problem with your dealer.  If so contact me and I will direct you further.
